Panoramic vision of terrorism and international law: the definition of international terrorism

Abstract


This article deals with the way in which international terrorism has affected an increasing number of countries, making it the center of many security policies on all continents. Especially in the past two decades, specifically after the events of September 11, 2001, a large number of international obligations have been designed to address the threat of terrorism, producing effects not only for states, but also for individuals. These new obligations, in many cases, do not obey and do not identify with the more traditional sources of international law and law in general, many times going through unilateral decisions of the UN Security Council, adding new elements to the system of international obligations against terrorism. Firstly, due to the growing movement of international obligations to face terrorism and, secondly, the fact that international persecution of individuals is a field in constant development, leads to the central questioning of this work: Is terrorism an autonomous international crime due to your peculiar nature? So the article aims to provide answers to this question that is fundamental today.
