Decent Work and Involuntary Migration: A Scoping Review

Abstract


In a coercive pre-migration context, people are involuntarily forced to migrate to another country. This condition places them in vulnerability in various spheres, including work. The objective of this study was to map the characteristics of empirical productions involving Decent Work and involuntary immigrants until June 2024. The descriptors “Immigrant” and “Refugee” and free vocabulary: “Migrant,” “Foreign,” “Decent Work,” and “Dignity Work” were used in the following databases: Scopus, Web of Science, PsycInfo, LILACS, and SciELO. A total of 340 results were obtained. Following the PRISMA-ScR protocol, the sample consisted of 16 studies indicating a diversity of methodologies and target audiences that characterize involuntary immigration. A series of challenges and discrepancies were identified concerning the principles of Decent Work as established by the ILO, revealing a scenario that tends to approach experiences of precarious work, underemployment, and discrimination. The main discussions involved: 1) workplace safety and social protection; 2) fair remuneration and personal development; and 3) equality of opportunities and treatment. It is concluded that social, economic and cultural structures must commit to breaking barriers in favor of approaching Decent Work, considering the contextual specificities and this population.
