Sprawl in medium-sized cities: analysis from the city of Erechim-RS, in the period 2009-2019
Abstract
In the last decade, middle-class cities have shown a higher growth rate than metropolises, which has resulted in considerable expansions of their urban limits. In this context, it can be observed that this expansion process was not accompanied by investments in infrastructure and by a regulatory update, intensifying in these cities the inequalities already observed in metropolises. Seeking to understand this process, in this research we explore the logic that configures the sprawl in medium cities, based on the optics of two main aspects that structure and regulate them. For this purpose, we methodologically use the city of Erechim – RS as an empirical cut-out, which in the period from 2009 to 2019 had a significant expansion of the urban perimeter, in addition to 100 new approved housing developments. To proceed with the analysis, we consider four aspects: the conditions of expansion; the urban planning legislation involved in this process; the impacts of land use conversion on the price of land and the morphology of the expanded areas. The results will allow us to identify how space-producing agents benefit from urban planning legislation, characterizing an expansion process that deepens socioeconomic segregation, configuring a logic of expansion that may be common to different medium-sized cities and metropolises.
