Configuration of the urban borders of Passo Fundo / RS: the analysis of the Open Space Systems and morphological patterns

Abstract


The objective of the study is through the analysis of the morphological patterns to point out the causes and effects that configure the urban borders of Passo Fundo/RS. The city is classified as a regional capital of type B, having influence and polarizing an agglomeration that has approximately 1.08 million inhabitants. The methodological design was structured in two stages: delimitation of the border in ten Landscape Units (LU). In the second stage, the categories of Open Space Systems (OSS) were classified and then the morphological patterns present in each of the LUs were indicated. The results show that the characteristics of the environmental OSS tend to generate fragmented tissues. As for Social Practices Urban OSS, private agents have implemented spaces for recreation and leisure, but the reality is completely different in other squares that need a program of need that meets different profiles and activities. At Private OSS, private agents are responsible for products that have morphological elements aimed at medium and high income and the implementation of gated condominiums. Regarding the low-income groups, there are two phenomena that demonstrate the urgency in the development of public policies. The first deals with the consolidation and densification built in neighborhoods implanted by the public agent, and the second indicates the lack of opportunities and solutions that make the housing need of this profile of residents viable. This work sought to present the diversity of morphological patterns that make up the shape of the urban border of Passo Fundo, with the desire to be able to collaborate in the configuration of public policies and urban legislation that are capable of understanding the specificities of the urban borders.
