Influence of financing agencies on public policies for urban planning

Abstract


The agents of urban space production are influenced by interests and conflicts involving institutions and sectors of the market and the state inherent to the different models of development. In Order to improve urban quality, public policies are necessary in order to create – or recreate – spaces. The policies that assist in the transformation of urban space have few significant conceptual outlines and with countless problems, of diverse natures, whether the definition of taxes, effectuation, perspectives, control or evaluation of Results. Thus, it is necessary to understand the changeable relationship of spaces with the city, urban life and the “invisible hand of the market” which is the capital that emerges outside of social relations. This research analyzes the relationship between the PUBLIC policies and the IDB-financier for the requalification of the Parque da Gare, influencing economically, socially and politically in the city OF Passo Fundo, RS. The methodology is descriptive exploratory, starting with the bibliographic review and analyzing data from the financing process of the Gare. In this research, we perceive the strong influence that the capital market has on urban design and planning, reorganizing directives and local laws.
